Oman's phased eInvoicing mandate


To support the growth of Oman’s digital economy, the Tax Authority is introducing eInvoicing in phases — following the same approach taken across GCC countries. Now is the time to prepare.

Large taxpayers - first wave

Businesses classified as large taxpayers will be among the first required to comply, with mandatory eInvoicing replacing manual invoice processes.

SMEs and mid-market businesses

Small and Medium-Sized Enterprises will be brought into scope in a subsequent phase, ensuring all registered VAT businesses eventually comply.

Government entities

Government bodies will also be required to adopt the framework, completing the full-cycle digital transformation of public sector invoicing in Oman.


Technical framework

How the 5-corner model works


Oman has adopted the Peppol Continuous Transactions Control (CTC) framework — a globally proven architecture for real-time, validated e-invoice exchange between businesses, service providers, and the Tax Authority.

Issues the invoice through their ERP or e-invoice solution and submits it to their Accredited Service Provider.

Sender service provider

Validates invoice data — including VAT number, mandatory fields and invoice contents — before transmitting through the Peppol network.

The secure interoperability layer connecting sender and recipient service providers for compliant, standardised invoice exchange.

Recipient service provider

Confirms the recipient's identity, validates the invoice and delivers it to the buyer's ERP or accounting system.

Receives validated tax data in real time for collection, archiving and cross-verification during taxpayer assessments.
